Who We Are

Oregon Energy Coordinators Association (OECA) is a non-profit professional organization working to develop and provide better energy solutions for Oregon’s low income households. OECA’s membership includes representatives from Community Action organizations, state agencies, tribal organizations, public and private utilities and other non-profit organizations.

Working in collaboration, these groups provide weatherization services, energy assistance payments, and energy conservation education for income qualified households. As a leading organization in weatherization and energy conservation, OECA provides state-of-the-art training with its Residential Energy Analyst Program (REAP) to energy auditors and installers from its member agencies. This ensures that Oregon low-income families receive the highest quality services helping them reduce their heating and cooling costs, as well as maintain a safe, affordable, and comfortable home.

OECA prepared and maintains the Site Built Housing and Mobile Home Weatherization Specifications for the State of Oregon Weatherization Assistance Program, the Oregon Weatherization Field Guide, and the Oregon Mechanical Systems Field Guide. All of these ddocuments can be purchased from OECA.

OECA News

OECA Receives ARRA Funding

OECA was awarded a $1M grant from US DOE to fund the Weatherization and Energy Training Center and Programs Project (WETCAPP). This funding will help OECA to expand existing training capacity by supplementing existing facilities and programs, create additional training options to serve a more diverse population, standardize training across the region to existing state weatherization standards, and furnish the Northwest Research and Training Center for Energy and Weatherization (The RTC).
