Position Title:          Outreach Coordinator

Reports To:              Program Manager

Position Status:        Part Time Non-exempt; 10-12 hrs/wk. Will shift to full time when recently announced grant award becomes active.

Compensation:        Based on experience

Start Date:              As soon as possible

Duration:                The position is partially grant-funded and is expected to revert to part time by January 31, 2012 unless extended with additional funding.

OECA has 30 years of experience in weatherization and energy conservation and has been conducting formal training and state certification as part of our Residential Energy Analyst Program (REAP) for eight years utilizing some of the most experienced and knowledgeable people in the industry. OECA desires to hire an Outreach Coordinator who will assist in getting that message out to a broad population by advertising the 'REAP' brand, reaching out to portions of the industry who are not aware of OECA, positioning OECA and REAP as the premier training and certification program in the nation, and expanding awareness across the country.

General Description

The Outreach Coordinator is responsible to the Program Manager for assisting in identifying and contacting potential segments of the community that would benefit from OECA's training and certification programs. In addition to promoting those programs, the position will be used to raise awareness in diverse communities regarding the benefits of weatherization and energy conservation. The employee will assist in identifying opportunities for low-income families and workers, diverse communities, minorities and women, and advertising that message to those demographics. The Coordinator will also identify potential partners for the Weatherization and Energy Training Alliance (WETA), which is a group of organizations having an interest in energy conservation and weatherization training. The employee will assist in the identification of training and certification in needed demographic and geographic areas. The Coordinator will assist in conducting a market analysis that will determine our target advertising market, evaluate the potential for growth, and help us craft our message for the broadest appeal. The analysis will help us to identify training needs that we can fulfill. The position requires interacting and working effectively with other departments and managers, representatives of government agencies, tribal governments, community organizations, private companies, consultants, vendors, and elected and appointed officials, in addition to working with OECA's partners and grant sub-recipients.

Required Qualifications

  • Must be passionate about energy conservation and weatherization.

  • Experience working with diverse community based organizations.

  • Experience in identifying and developing contacts across a broad spectrum of organizations, both public and private.

  • Experience in outreach efforts in diverse populations, especially in areas where visibility has previously been low or nonexistent.

  • Experience interacting with government agencies and public officials.

  • Skill in the operation and utilization of computers and applicable software - to include word processing, graphics, database and spreadsheets (e.g., OpenOffice or Microsoft Office).

  • Ability to record information accurately and prepare and maintain technical and budgetary reports and records, using a computer and appropriate computer-based application programs.

  • Ability to communicate effectively, both orally and in writing.

  • Ability to prepare and conduct visual presentations.

  • Familiarity with low income programs.

  • Familiarity with education programs.

  • Experience with community-based organizations.

  • Experience with web design or web site maintenance.

General Description:

The Energy Program Instructor is responsible for conducting technical trainings related to residential energy efficiency, energy conservation programs, and diagnostic technologies for HVAC equipment. This position assists the Program Manager in reviewing, evaluating and creating all policies and procedures related to curriculum development, delivery and implementation including the overall management of REAP Certification & Re-Certification Standards. This may include formal classroom training, end-user and technical professional orientations, Web-based training, and other venues determined to be appropriate and effective.

 

Essential Duties:

  • Provide instruction in classroom and field settings for energy related programs;

  • Assist in administering and coordinating trainings with Program Manager and the Training and Technical Assistance (T&TA) committee;

  • Maintain and coordinate equipment inventory;

  • Determine and propose new courses and delivery methods to most effectively promote the knowledge and skills or residential energy efficiency programs;

  • Assist in evaluating training effectiveness and impacts to individual and organizational performance;

  • Assist in monitoring certification programs and curriculum development. Assist in maintaining tracking systems to document attendees at the trainings/conferences and measure their progress; compile data and analyze past and current year training requirements;

  • Assist in securing locations, facilities, proctors and other trainers to conduct trainings and meetings;

  • Maintain reference library of training manuals, testing and evaluation procedures, multimedia visual aids, and other educational materials;

  • Participate in planning and represent OECA at trade shows, seminars, conferences, and speaking opportunities at the request of the Program Manager;

  • Assist Program Manager to develop meeting agendas and logistics duties;

  • Other duties as assigned.

 

Required Qualifications:

  • Five years experience as a trainer, workshop instructor, and/or conference organizer;

  • Strong understanding of building science, thermodynamics, and energy conservation principals;

  • Effective facilitation skills required;

  • Experience in the building trades;

  • Experience using weatherization tools such as combustion analyzers, blower door and duct blaster equipment, and infrared tools;

  • Experience using computerized energy audit tools;

  • Lead Safe Work Practices Certification;

  • Understanding of Oregon Universal Building Codes;

  • Effective written, verbal, and listening communication skills;

  • Ability to work both independently and as a team member;

  • Valid Oregon Driver's License, current auto insurance and a driving record that will allow individual to be added to organization insurance.

 

Preferred Qualifications:

  • Experience with low-income weatherization programs;

  • Experience installing weatherization materials, performing energy audits, providing energy conservation programs;

  • Demonstrate established relationships with community-based organizations, state agencies, private sector partners, and individuals to help develop collaborative services;

  • Holds current REAP Certification, or equivalent, and is in good standing;

  • Experience managing a training and/or education program;

  • Experience compiling, organizing, and updating information.
