About the Role

Weatherization is part of the Youth & Family Services Division in the Department of County Human Services, and is funded by multiple state and federal funding sources. County staff provide specialized energy audits and inspections of single-family, manufactured homes and multi-family buildings in order to provide energy efficiency and safety retrofits. Acting as a “general contractor”, the program sub-contracts the work out to 13-15 private building contractors. Completing approximately 350 building projects per year. The program is an integral partner in both heating & cooling protection for vulnerable residents; and climate change strategies.
This position acts as the primary driver for the Weatherization Assistance Program, which involves complex inter-agency collaboration and partnerships; including inter-divisional and inter-agency strategic planning. This position is the designated spokesperson/subject matter expert for this program and develops program policies, strategies, timelines, methods; advising senior management at the highest level. This position guides and directs an annual budget of approximately $7 million; created from a complex braiding of Federal, State and utility restricted funds. Provides functional supervision, coaching and guidance to staff in lower classifications. This is not a supervisor position, but does assign work and follow-up to other staff on day to day work assignments, activities, and long-term special projects. The person in this position engages in their work using a lens of anti-oppression, racial justice, and disrupting and dismantling systemic racism and other forms of injustice.

Requirements

Minimum Qualifications/Transferable Skills*:

• Equivalent to a bachelor’s degree AND

• Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience)

• Must pass a criminal background check
