About the Role

The contractor will perform services from date of award (estimated date – July 1, 2025) through June 30, 2027. The contractor will be expected to be available quarterly and will be expected to complete approximately 5 home energy audits each quarter, including, but not limited to, on-site energy audits, home energy modeling, and completion of required paperwork.

Requirements

• Must have a minimum of 5 years of experience in the low-income weatherization industry

• Current certification in Quality Control Inspection (QCI) and HEP Auditor required.

• Current Lead-Based Paint Renovator’s license

• Must demonstrate a sufficient degree of availability during the project timeline to ensure completion of home energy audits to meet needs of program and funding.

• Must have experience working with diverse and low-income populations.

• Must be outfitted with all appropriate equipment to complete comprehensive home energy audit in compliance with Oregon Single Family Audit protocol.

• Must have reliable transportation to travel in all weather conditions, and valid driver’s license.

• Must hold current REM/Design certification, or meet OHCS modeling requirements in lieu of REM/Design

• Upon award of the contract, the contractor must be able to meet insurance requirements and provide a certificate to meet the requirements of such coverage as set forth in the contract.

• Not be suspended or debarred from federal contracts.

About the Company

NeighborImpact receives federal and state funding through Oregon Housing and Community Services (OHCS) to provide Low-Income weatherization to qualified homes across Crook, Deschutes, Hood River, Jefferson Sherman and Wasco Counties as well as the Confederated Tribes of Warm Springs. This solicitation will result in a professional services contract for a HEP Energy Auditor and BPI Quality Control Inspector. The contractor will serve as primary energy auditor for qualified homes in Hood River, Sherman and Wasco Counties, as well as parts of the Confederated Tribes of Warm Springs.
