Oregon Energy Coordinators and Affiliates 

Oregon Energy Coordinators & Affiliates (OECA) is a committee of the Community Action Partnership of Oregon (CAPO) that brings Community Action Agency staff members together with funders and other allied organizations, active in the space of energy assistance and energy conservation. Community Action members include managers and staff that provide utility payment assistance, energy conservation education, and home weatherization services to income-qualified households throughout Oregon. Affiliates and partners include investor-owned and consumer-owned utilities, Oregon Housing and Community Services, as well as other community-based organizations working toward utility affordability and energy conservation. 

OECA’s purpose is to conserve energy and help members of Oregon’s vulnerable communities (low-income, program-eligible) to meet their energy needs while ensuring their health and safety through: 

  • Information sharing, education, and the enhancement of networking among OECA members;

  • Identification and delivery of training and mentoring needs of utility assistance, weatherization, and related programs;

  • Provide feedback to CAPO/OTI/OHCS on the production of training materials.

  • Assisting the OECA membership in the interpretation and clarification of funding source regulations.

  • Provide feedback to CAPO and OHCS on effective and efficient program delivery
